Make it easier to get started using ISSigTool

Inno Setup includes an integrated signature-verification capability that can detect corruption or tampering in files at compile time, before they are included in an installer being built, or during installation, before Setup copies external files onto a user's system.

This functionality helps prevent supply chain attacks and other kinds of attacks.

Getting started requires using the ISSigTool command line tool.

Add a wizard/tool to the Compiler IDE to make this easier. It should be able to help create private and public keys, and generate an [ISSigKeys] section into the script
